Background of the Study
Tobacco use remains a significant public health challenge globally, and Nigeria is no exception. In Ogun State, government policies aimed at curbing tobacco use include restrictions on tobacco advertising, smoke-free public spaces, and public health campaigns to raise awareness about the risks of smoking. These policies are intended to reduce tobacco consumption, lower the incidence of tobacco-related diseases, and ultimately improve population health (Ogunleye, 2023). However, the effectiveness of these policies can be influenced by enforcement mechanisms, cultural norms, and the availability of tobacco products. While some studies have reported declines in smoking rates in regions with strong policy enforcement, others have noted persistent tobacco use due to weak regulatory frameworks and societal acceptance of smoking behaviors (Ibrahim, 2024). Evaluating the impact of government policies on tobacco use in Ogun State is essential for understanding their effectiveness and for identifying gaps that may require policy reform and more robust enforcement strategies (Aminu, 2025).

Statement of the Problem
Despite the implementation of government policies aimed at reducing tobacco use in Ogun State, smoking prevalence remains a significant public health concern. Weak enforcement, limited public awareness, and cultural acceptance of smoking contribute to the continued use of tobacco products, which in turn increases the risk of non-communicable diseases such as lung cancer and cardiovascular disease. The gap between policy formulation and practical outcomes suggests that existing measures may be insufficiently robust or poorly implemented. Moreover, the lack of comprehensive evaluation data on policy effectiveness makes it difficult for policymakers to assess progress and make necessary adjustments. Without a clear understanding of the strengths and weaknesses of current policies, efforts to reduce tobacco use and its associated health burdens will remain suboptimal (Balogun, 2023).

Objectives of the Study

  1. To assess the effectiveness of current government policies on reducing tobacco use in Ogun State.
  2. To identify factors that hinder policy enforcement and compliance.
  3. To recommend policy improvements and enforcement strategies to curb tobacco consumption.

Research Questions

  1. How effective are government policies in reducing tobacco use in Ogun State?
  2. What are the main barriers to effective policy enforcement?
  3. What policy interventions can enhance the reduction of tobacco use?

Research Hypotheses

  1. Stronger policy enforcement is significantly associated with lower tobacco use.
  2. Socio-cultural factors negatively impact compliance with tobacco regulations.
  3. Enhanced public health campaigns and stricter enforcement will significantly reduce smoking rates.

Scope and Limitations of the Study
This study will focus on urban and semi-urban areas in Ogun State. Data will be collected through surveys, interviews with policymakers and health officials, and analysis of tobacco sales and usage data. Limitations include potential underreporting of tobacco use and variability in policy enforcement across different regions.
